The ability of organisations to quickly respond to changes in their operating environment is often hampered by their lack of sufficient internal capacity. This includes insufficient resources to comply with increased co-ordination requirements, unmet needs for immediate support in the design of strategies, programmes and projects, deficient know-how about carrying out assessments, and lack of monitoring and evaluation capacities.
